It shows that the person is more concerned with having a "modern" method of execution than in making important changes in the daily lives of Iraqis. Instead of being glad the monster is at least dead, he is complaining about the style of Saddam's execution.

It means we're not leaving the Iraqis in a situation that's much better than what they had before, in terms of violent deaths. That's the opinion of the cartoonist. I don't agree with him. I think anything we do will be more humane than Saddam Hussein.

i think it means that we are trying to push our values on iraqi people. like, in the first box, you think he's gonna say something great, because america is modern, progressive, etc. and we're "helping" iraq become this way. then, the second box shows that we are more concerned with making iraqi people pay for their crimes, and the death penalty is something that should be imposed there (america's way, of course, as pictured...not the iraqi way of execution - hanging like saddam)
