Have you gone to a foot doctor? I have heal spurs because of hgh arch problems and I get some relief from my orthotics. You can also look into Fabs when you are going barefoot. http://www.instantarchsupports.com/
They look silly, but they really do work by putting pressure in the right area.

I was diagnosed with this last year, i actually thought i'de broke my foot or something because the pain was so bad.

I dont think it is initially considered a disability, but be aware it will become worse the older you get, possibly then it could be considered a disability with mobility. But until then, we have to put up with it.

I found wearing flat, zip-up boots help quite a lot as they pull up on the inside of my arches. My left foot is more painful than my right. Also, avoid climbing any ladders, otherwise you'll feel another level of pain.

Hope this helps.

I was born with club feet, corrected by surgery and ended up with pes planas (flat feet). No it is not a disability.
Find a doctor of pediatry. Maybe you need custom made arch supports.
The way I look at those mass produced shoe inserts is that they are made for the "normal" average foot, to relieve impact strains. Sounds like your foot has gone outside that "normal average". Needs additional support.

YOU CANNOT FILE A DISABILITY CLAIM BECAUSE OF A PES PLANUS OF FLAT FOOT. THERE ARE SHOE INSERTS AND EVEN ORTHOPEDIC SHOES THAT IS PRESCRIBED BY PODIATRIST. YOU SHOULD CONSULT ONE TO RELIEVE PAIN ON YOUR FEET FOR STANDING TOO LONG. OR MAYBE YOU HAVE DEVELOPED OTHER COMPLICATIONS BECAUSE OF YOUR PE PLANUS. YOU MIGHT HAVE BONE SPURS OR EVEN ARTHRITIS, BEST TO CONSULT A DOCTOR

Go to your Dr's he will refere you to a foot specialist it may be that you will have to do foot exercises to ease the problem or you may be measured for some arch supports that are tailor made to your requirements.
Until then try going to a pound shop they sell supports for various parts of the body, try the one for the ankle/foot, it gives support to the arch in your foot.
It looks l shaped and has a hole cut out for the heel to go through
