It has new spark plugs, and passed the Noid detector. What could be the problem? There is nothing like this online for Saturn, have you seen this before anything else(it has a Honda engine).

If it turns over and will not start, try replacing the engine coolant temperature sensor. It is located in the side of the head. 92 Saturn's do not have Honda engines. The engine was made by Saturn and was in from 1991 to 2002 in Saturn S-series cars.

I don't know (i.e. doubt) if that's a Honda engine but if it is, Honda had recalled the ignitor - a chip inside the distributor.
1. Check if it has spark
2. If not, pull distributor cover and check for physical damage to internal components.
If everything looks OK but there still is no spark, it may be beyond an amature's level of expertise to diagnose and repair but the ignitor is the next thing to look at.

We will presume you have compression so all you lack is fuel and spark. All three to make it run. Check it out and let us know the outcome.

in case you weren't having this challenge previously the present gas pump then I propose you've a "undesirable" new gas pump or an electric powered powered challenge on the present pump. it truly is that if the relays are sturdy as you're saying.
