Depends what you mean by hard rock but I'd say:
Paranoid by Black Sabbath
Overkill by Motorhead
Breadfan by Budgie
Smoke on the water by Deep Puple
Mayonnaise by Smashing Pumpkins
Heart shaped box by Nirvana
Better man by Pearl Jam
?

Couldn't say best songs, just too many, but here's my top 5 hardrock albums in no particular order:

Judas Priest - Stained Class
Thin Lizzy - Live and Dangerous
Metallica - The 'black' album
The Cult - Sonic Temple
Iron Maiden - Piece of Mind.

Beat that lot!

"We're Not Gonna Take it" by Twisted Sister comes to mind. But I don't know if you would consider that more hard rock or heavy metal.
