"AS NEW" legally means that, although second-hand, an item idescribed to be as new is in such a condition as to appear as if has not been used. Obviously this can be interpreted by different people in different ways. The overriding factor must be that it is fit for the purpose for which it was sold.

Think it means that it's not strictly speaking brand new, ie a returned item, but there is no wear and tear or signs of use on it so it's as good as new, but cannot be called new as it has already been sold.

It means that (whatever) is like new and has little or no signs of use or wear or (obvious or hidden) damage. It may have been used, but very little, and can not be sold as brand new.
