Did Galileo believe that the natural state of an object was to be at rest?

I'm not sure, but I think no. Galileo was the first to express the principle of relativity--that physical laws are the same for objects going at any velocity (or at rest).

No. Rather he tried to convince his contemporaries with the help of a thought experiment consisting of a ball rolling down an inclined plane and then rising up the another inclined plain at variable angle, that the ball will continue to move when the inclination of the second plane becomes zero! Newton enunciated his first law following this argument.

It's hard to say what Galileo thought, but more than likely yes.

do you mean newton?

and to your question, i dont think newton meant it to be at rest, just that whatever the object was doing, it would keep doing it, unless something stops it or changes what it's doing.
