Any organized group dedicated to making their living outside the law of society. This can be small, like a street gang, medium, like the organized Italian crime families, or large, like the drug cartels, or huge, like the international Houses of power who run banking, insurance, oil and weapons manufacturing. All these groups make their wealth on the rest of us as we obey the laws while they profit from us, by supplying, at a huge profit, the things we are in need of.
