I have no idea how formal the dress needs to be. Also, I want the dress to be cute, but not too expensive... I'm blonde and about 5 feet 2 inches and skinny. What color should i get? what style?

Black is usually a very good and popular color for a winter formal. Black makes you look slimmer and it will bring out your blonde hair, it is also a great color for the evening. If you are already good and slim, black will compliment your figure.
My suggestion, find out what types of dresses are in style, it seems that the sleeveless ones or the spaghetti straps are in style . The kind that are form fitting. You can compliment your dress with some type of a rhinestone necklace or silver as well as rhinestone earrings or silver and the same with a bracelet.

Are you sure it's formal, or is it semi formal?
Most winter dances are semi, if it is semi formal wear an above knee dress. For full formal (prom) wear a long dress.
And color is up to your taste.

a good color for you would prolly be green or blue.... and, if you get blue, a dark blue.... those look really pretty! and, personally, i think you should get a longer one..... those look better in my opinion. and, as far as up at the top, i wouldnt get any strapless dress, or anything showing MAJOR back. but, you can have fun with that still. ;) but as far as color, prolly dark blue first, then a lighter shade of blue, then goe to greens.... like, if you dont like the first color, ya know? and, i would definately go with a longer dress. they look more elegant and they are soooo beautiful!

for the winter formal, dress as formal as u can for school, wear a long dress, & make sure it highlights your waist

go to Macy's... they have dresses ranging from cute & semi-formal to very, very formal and elegant for pretty good prices. you can also look on macys.com!

i would get something long and strappy that is dark blue with a little bit of black on it.
