Provide three reasons why its is difficult to reform the federal bureaucracy?

1. The whole system is corrupt. There are lobbyists who fight to get what the people they represent want. What we need to fix this is the Fair Tax. Tax all consumption equally. When you start to make exceptions like our current tax system does, it becomes a feeding frenzy for gimmies.

2. Democrats are big government liberals and there are not enough conservative Republicans. Reagan won in a landslide in 1980 and so did Newt Gingrich with the Contract With America in 1994. These are the 2 times in recent history when conservatives ran as such and did what they said. It always works.

3. The American public does not push enough for it

4. Americans have this entitlement mentality. They feel they are entitled to whatever they want: healthcare, high pay, retirement from the government, pensions from the company that they work for, etc. They want the results and will not do the work.

Because we will need to change every protocol that is in place is the thousands and thousands of offices of the goverment. Thousands of employees will be out of their job and no one want to hear them whinning about it. And last but not less the billions that will cost to change what we have on place is too much for a country to take.
