I would think not. Here's why:

Both whistling and singing depend on your getting audio feedback through your hearing and being able to recognize and keep on pitch. Being a good whistler sure wouldn't hurt, but it isn't the whole package.

Though vocal training will improve things a bit, you have to be blessed with a "good set of pipes" to be a really good singer. Many a singer has lost their voice through smoking too much and the like. Another example: When I have laryngitis I can still whistle, though I can't even talk.

No. It is possible to have a very raspy voice, but still be able to whistle really well. You could have an excellent ear, and just not have very agile vocal chords. There are people who can sing and not whistle very well, too. While having a certain amount of wind, and having a good ear, help a person both to sing and to whistle pleasantly, other parts of the body are involved as well. There are indeed, people who specialize in whistling and sell records of themselves in that role, who whistle much better than they can sing.

No it does not meen you can sing. It is just good that you learn to whistle because like if you have a dog then you can whistle to them if they run away. Also you could speak to birds.....LOL
