My daughters best friend moved to Sarasota. I want to send her to go visit as a surprise. I would like the train to be nice.

It all depends on your daughter's education: if she will behave safely or not, talk to strangers or not, etc.

A plane can be safer for an unaccompanied child, usually you bring the child to the boarding gate and s/he is look after by the company's employees, and they give he/her back only to the identified adult whom you designed to them.

By train she is on her own all the time.

For that length of trip, for a 13 year old girl, please put her on a plane.

I take trains frequently, and while I consider them safe, that is a LONG trip, and I certainly wouldn't put my own daughter or grand daughter on it until at least age 16, if then.

There isn't the supervision on a train that there is on a plane. Also, there IS drinking ... and, well ... I would want my 13 year old unaccompanied child to have to deal with some lecherous drunk on her own. It's not a common thing, but ... it happens.
