I'm not entirely sure myself, but I think the Hyrulians are commoners with nothing particularly special about them. I do happen to know that Princess Zelda and Link are both Hylians, so maybe it's the royal family who are Hylians? I'm not sure, what do you think?

Hyrulians are the people who live within the kingdom of Hyrule. The Hylians are the original inhabitants of Hyrule that were said to have magical powers. They are supposedly descendants of the Great Faeries. I'm not 100% sure if this is true but that's what I get from watching all the cut scenes and stuff in the Zelda series

I'm going to say they are pretty much one in the same. Not sure why they changed the wording along the way, maybe because Hylian sounds better. Your example of commeners might be right though. I can't see Link and Zelda being blood relatives at all. They have that common bond of the triforce with Gannon.
