Well, according to the Yahoo! Answers "Help:" (http://help.yahoo.com/l/us/yahoo/answers/overview/overview-55784.html)
"The more points you accumulate, the higher your level, and the more privileges you get. We’re planning some exciting things for Yahoo! Answerers, so stay tuned!"
In other words, apart from having enough points to ask questions (which "cost" 5 points each) points are pretty meaningless now, but they may count for something in the future. They also make it sound like the higher levels are more prestigious (yeah, right, good luck trying to impress someone with, "Look at me, I'm a Yahoo Answers Level 6!")
A while back they were giving out swag (hats, shirts, stickers, etc.) for certain levels -- the higher the level, the nicer the stuff -- but I'm not sure they're doing that anymore.
And people answer questions that have already been asked for, you guessed it, more useless points. I have long since given up on the notion that people read any of the already posted answers before submitting their own...

You are 'charged' 5 points to ask a question. Also when your level goes up you gain the ability to rate people and to ask more questions a day and stuff.

The points can be used to ask questions and if you enough points, you level up and can answer, vote on and ask more questions.
