Yes, you get charged from the second that you push the send button.

You would have to ask your service provider. Each one is different, Some do and some don't. I do know that T Mobile does not charge unless the call connects to a person or voice mail.

The minute you hit send from your cell phone you are getting charged on your minutes. I used to work for Cingular and US Cellular.

Yes! As soon as the timer on your phone kicks in (telling you how long the calls been going) thats when the minutes start deducting.
