You ask a very difficult question, because California is a huge state. But i'm assuming you're referring to Southern California. Well of course Washington in general is going to be colder than California, and will rain a lot more and much of Southern California is desert. However, the rain in Seattle is not the down pour all the time like people think it is, and really only happens most of fall and winter...because we don't get snow (well except for this year we got a decent amount).
As for beaches...Yes I would say Southern California has nicer beaches. However lifestyle of people in southern california and seattle. I say Seattle is a nice mix of the lower middle to upper middle class..at least that's how you'll feel around the area. Of course you have a lot of the extremes anywhere you go. But I feel the extremes in Southern California are much more noticeable. It's a lot more often you see a ferrarri driven around Southern California then you see in Seattle, much the same seeing a bunch of homeless bums walking the streets of Southern California like LA then in Seattle.
Seattle has traffic, but California's is waay worse, at least we have carpool lanes that work well for those who wish to carpool. And honestly the longest commute you would have is 30 mins-1 hr as opposed to 1-3 hrs like LA or San Diego. Southern California has beautiful palm trees, Seattle has beautiful ever greens. I think Spring and fall in southern California is better, but Winter and Summer is way better in Seattle (especially the summer).
I had a similar decision to make 2 years ago. i chose Seattle..California has become so popular these past 5-10 years that it really isn't as nice as it used to be..and I fear Seattle will turn out to be the same in the next 5-10 years..but it's something every major city will have to face eventually. BTW real estate in Seeattle is much cheaper (but you'd get paid more in California), but it's definitely rising. Hope this helps.

Those are three pretty diverse states. A bit more information from you could help me to answer this question more intelligently.

Was it Southern or Northern California?

Coastal or Eastern Oregon?

Coastal or Eastern Washington?

You can pretty much divide Washington in to two climates. West of Cascades is the rainy part. They get a bit more rain than coastal Oregon. The summers are beautiful. The rest of the year it rains many times a day - often it is a misty light rain that doesn't stop you from your daily activities. It is very green, lots of moss hanging from the pines, lots of mountains to look at between the olympics and the cascades. Not much snow at all.

Eastern Washington could be compared to the great plains. It is a flat grass land. The summers are very hot and the winters are very cold. Lots of snow in the winter. Not near as much rain as West of the cascades.

Oregon actually gets more rainfall per year than Washington does..but it is pretty close. It does rain..but not EVERYDAY like people like to say. Winters are cold.. Summers obviously don't get as hot as California but it gets pretty warm. Seattle is more populated and bigger than Portland. They are pretty much the same but Seattle has more stuff to do than Oregon.

seattle is completely different from Cali. first, seattle rains, ALOT. i'm talkin rain almost everyday, but its ususally a light drizzle (kinda like a mist). Seattle gets pretty cold in the winters and stays cool all year.

there isnt that big oof a difference between Oregon and washington, they're kinda the same in many ways. seattle is just a more populated area.

People drive a lot slower in Washington. They're not as stylish as Californians. It's colder. Seattle residents drink more coffee. You have to buy a plane ticket if you want to go to Disneyland.

Rain.

And if American Idol last night was anything to go by, a scary lack of talent, at least when it comes to singing.
