I know that ancient Rome had groups of three people in power called triumvirates. Were they working together as a political unit, or did they just happen to all be powerful figures at the same time?

Ideally, they worked together as a political unit, but they were individually very powerful men. The first triumvirate was not officially vested, but they were able to take control, whereas the second was established to improve the public welfare.
