My TV makes an annoying high pitch humming sound whenever it is on, even if I mute the sound. I am pretty sure it is a result of a buildup of static electricity. Is there any way I can dissipate this static electricity or do anything else to make my TV stop making the high pitch noise?

Are you sure it's not just the 60 hz hum from the AC power? Unfortunately, most modern TVs are not suitable for letting you mess with the circuitry to damp a particular frequency or anything. If you have speakers, you could run it through an amp, which can block certain frequencies. I think you'll just have to live with it.

You are probably hearing a noisy fly back (HIV) transformer - it is highly unlikely that the sound would be a steady discharge of static. Other possibilities include any leakage around the fly back transformer or high voltage lead.
If no leakage is found, a new transformer is most likely in order - assuming this noise is much louder than most sets.
Note: This horizontal drive frequency is 16,525 Hz - a high pitch noise that, unfortunately, falls within most peoples hearing range (20-20,000 Hz. The newer sets use a much higher scan frequency ~30,000 Hz - and eliminates the concern.

You can connect an earhing from the TV to earthing network of your house.
