Yes, as well as military services, regulate interstate commerce. The government today, though, takes on way more than it should in the name of promoting the general welfare. For example, the federal government should get out of education, the arts (PBS, PRN, and other non-essential garbage of the sort), and many other things that should be left to the states and/or local governments.

That's pretty open for interpretation, but I would say that it means that government must provide protection for its citizens, as well as providing services that can only be provided by the federal govt, and not the states. Interstate roads were a good example, also the military, and diplomatic groups to maintain relationships with outside governments.

To me, it means that it is the job and the duty of the government to make the country a better place to live in a very broad sense - cleanliness of air and water, keeping the power on, keeping the land healthy, and more than anything, keeping the citizens of the country safe, healthy and productive.
