What we'd like to do is have a couple Cisco switches, wireless access points and some other equipment, just enough to put the candidates in a position where they will need to resolve an issue, or just configure the equipment. We'd like to know what would be a good scenario to present to them. We'd like to keep the equipment needed to maybe 4 devices, at most. We'd like to have them setup VLANs and such. We've just never had to go through this and don't want to hire someone who looks good on paper, talks a good game and then we're stuck with a snake oil merchant who can't deliver the goods. If you're looking to buy equipment and want to test the candidates knowledge of IOS, I would suggest coming up with a pair of low end modular routers like the Cisco 1841, and a switch like the 24-port 2960. For the routers also get a pair of WIC-1T serial modules, and a pair of wireless access point HWICs.

Have them go through some basic configurations. Create a WAN link with serial crossover V.35 cables between the routers and create a LAN interface on each side to plug into the 2960. Have them split the 2960 switch in half with 2 VLANs to simulate 2 separate sites. Have them first design an IP addressing scheme (according to your requirements for # of subnets and hosts) and then configure static routing to have the two LAN interfaces be able to ping each other. Then take off all the statics and configure the same but using OSPF routing. Then have them create ACLs such that you can ping and telnet from LAN1 to LAN2, but not do FTP. Stuff like this, just come up with your own "mini-lab" and make sure it isn't too complex, keep it basic. Also have a part 2 that requires them to configure both routers on the same LAN running HSRP with interface tracking, so when you pull the serial interface cable off the master router, that interface is being tracked and the other router takes over.

Finally, have a laptop available with wireless and have them configure the access point HWIC to get the laptop connected, and have them go through some basic security settings, etc. like at least configuring WPA PSK and getting connected such that the laptop can ping the router interfaces or another wireless laptop.

There are tons of example labs out there, just look in any self study Cisco Press book on routing and switching.

And put yourself in their shoes, it would be pretty intimidating to walk into that part of an interview where you're sat down in a lab and asked to jump through these hoops. Taking that into consideration, that's why you'd need to keep it mostly basic. Maybe you could also have a Cisco documentation CDROM available to them if they get stuck. You will generally know right away if they can walk the walk as soon as they sit in front of the CLI.
