Raiders....and here's why
A) Anything will be an improvement, really, from this season...
B) Coaching overhaul will improve the offense and locker room morale, especially if player favorite Rex Ryan gets the head job. Porter will be traded, bringing in some talent and getting rid of a distraction.
C) Moss will stay and finally be used to his potential - I really think he's grown from his selfish Minnesota days to just a Shockey-like passionate competitor. He just got frustrated with the lack of passion in the rest of the team and gave up. LaMont Jordan will be used like he was in 2005, catching short and backfield passes to mix up with his runs.
D) Talented defense will continue as the young CBs and LBs mature and gel even more

New York Football Giants.
They didnt deserve to make the playoffs at all, quite frankly, and if their team stays healthy, theyll do a helluva lot better than 8-8 which is NOT a good record.
Theres too much talent on that team. How do you go 6-2, and then 2-6 ?
They should be where the Bears are now. Once their secondary gets better, and (hopefully) Kevin Gilbride starts calling the offense the way its supposed to be called, theyll do much better.

The packers will be the no questions asked comeback team of the 07-08 season., Favre will be back, and after realizing that there 4 game winning streak to finish off motivates, he packers will win the super bowl.

The St. Louis Rams, they still have Isaac Bruce for a few more good years, and they were only 8-8 this year because of a new offense. They should easily make it into the playoff this year.

Hard to call them a comeback team, but the Beangles didn't make the palyoffs with all of their tallent. they should easily compete next season, and could win the division.
A sleeper pick could be either the Cardinals or the bucs.

Oakland Raiders.
The Raiders had the 3rd ranked defense this year, and will have an excellent defense next year as well. They will select JaMarcus Russell from LSU at QB and pick up some decent offensive linemen in the offseason as well. This will at least bring their offense to an NFL level.
