You can only see a lunar eclipse during a full moon and when the orbit of the moon is at the right Earth latitude for Earth's shadow to fall on it when you're on the night side of Earth. The next one is March 7, 2007, directly over Africa. The Total eclipse will be visible at Moonrise in the Midwest U.S. and at Moonset in China. The area bordering the Pacific Ocean won't be able to see it.

Any time the Earth gets between the moon and the sun. Next one's coming up March 3rd. And you can only see it at night, or else you'd be on the wrong side of the planet to see it!
