Becuase if it is snowing snow is cold and it's around. on a day that it's not snowing there is nothing around u. for example if you lie down in a pile of clothes you are going to feel warmer than u are when your not in a pack of clothes. do u get it now?

Because it always " warms up " to snow. Snowing occurs when a cold front is approached by a warmer moisture line and that is why you feel it not being as cold, because it actually is not as cold.
