They've made it nearly impossible now. I don't know how they did it, but when someone "borrows" cable, they find out and they cut it after a few weeks. I know because a "friend of a friend of mine" did this before and that was how it resulted. Check with Rogers Cable, they usually have good deals. We had cable for three months one time and it costed 12 dollars per month because it was a promotion offer.

Go to your neighbors house with a two-way cable splitter, disconnect their cable and hook it up to the splitter. After that connect another cable thats gonna gonnect to their t.v. and then the other cable thats gonna run back to your house.
