Tough to say. He's probably the dumbest of the last 100 years, being just a little dumber than Reagan. But who knows, maybe he was smarter than Zachary Taylor or someone like that. Intelligence though, does not necessarily make a good president. Richard Nixon was VERY intelligent but well, obviously....
