Are snow chains legal in Connecticut?

I actually need to know for sure, because I looked on google and one site said it wasn't legal, another one said it was, so I would appreciate it if you were answering my question that you were absolutely sure about your answer.

Also it isn't required, but if you could give me a website to back it up, that would also be helpful.

It appears they are legal. Below is a link to the CT driver's handbook, direct from the DMV. Page 47 suggests using them.
