The Nov elections were reorganization orders for the terrorists - they expected troop funding to be cut and a quick withdrawal - instead, the news of a troop surge has them presently running out of Baghdad in large numbers.
Apparently, the answer is yes, 21,000 additional troops do make a difference.
Concerning our resolve and commitment, it's the first bad news coming out of America the terrorists have heard in a long time!

The violence in Iraq is just a front, staged to keep Iran off guard. The additional troops are for the Iranian invasion.

No.. I think is the tactics that are meant to change. Instead of being in the Green Zone in relative safety, they are now being asked to patrol the streets of Baghdad and putting their lives at considerable risk.
Misguided policy as no-one in Iraq including the government can be trusted with their safety.
