There are several details that you would need to handle and these would depend upon the reason that you want to find out if the statement is correct.

If this is a student project used a a teaching tool then you could use a small number of people and measure the pulse rates resting and again while they are watching a televised sports event.

If this is for a scientific study on the professional level then you must first find a method of measuring the pulse which is not as crude as placing your fingertip on the test person's wrist. Perhaps a finger clip sensor. You would also need to study resting pulse rates before and after the event as well as during.

The number of people in the study, as well as a breakdown of the population into sports fans who follow the teams involved as well as non-sports fans. With a large enough population, you could even look into the sports as well: baseball, basketball, hockey, tennis, gymnastics, polo, swimming, horse racing.... you get the idea.

Another aspect that needs to be considered is the environment where the television set is. Is the test subject alone or with a group of friends, some of which might even be rooting for the other team. This and other factors (volume of the TV set, amount of beer drank, etc.) might effect the results.

test 10 people, measure their baseline heart rate when they are just relaxing and then measure it when they are watching exciting sports stuff, and then measure it again afterwards
