If the severance package was not addressed in the property settlement, most likely not. However, being terminated from employment does not excuse the husband from still making court ordered alimony or child support payments.

No not normally. The only thing that can be taken out of a settlement package would be child support. That amount would be taken out of the portion of the package that would be paid in lieu of weekly wages.
If the ex-wife were owed other monies owed in the divorce such as equalizing of the retirement funds, owed credit card payments, etc.. She would have to file/petition the court thru her attorney to gain a portion of the settlement ONLY if the judge allows it.
If this wasn't included in a divorce, the ex-wife can't claim it for any other purpose..
