For a short while, they can, but not for very long. Earthworms and other simple annelids absorb oxygen directly from their surroundings through their skin, which is why they never grow very thick (takes too long for oxygen to diffuse through the tissues without a more complex circulatory system, which is also why insects never grow to the size of horses -- there's just not enough oxygen concentration to push through to the interior of such a large mass of tissue) If you had a bubbler like for a fish tank, you might be able to help dissolve a little more air into the water and keep the earthworm happy longer, but I don't think there is enough oxygen dissolved into water to keep one alive for very long.

Only for a short time. They like to be moist but not submerged! That's why they come out of the ground after a long rain -- the ground is saturated with water.
