yep, pretty much, its when a man gets really close and has the sensation but doesn't ejaculate. Don't think it makes you ejaculate "faster", not sure what you mean...i've heard it makes your orgasm much more intense and better when you do ejaculate.

Check out this book. It talks about how you can do exercises to be multi-orgasmic. When i was a freshman in my fraternity, my senior big brother gave me the book and required that i practice and try it out on a girl. The results were outrageous.
By far the best orgasm I've ever had. It was so good (and long) that I started laughing at the end of it. I was in disbelief. I could not believe how good it felt and how long the orgasm lasted.
