In the internet explorer options, you can set up content advisor. It works, but could be more accurate for what it blocks. (it blocks sites that shouldn't be rather than not working.) There is software you can buy. the link below explains a few, how they work, their prices, and where you can get them.

Go to Security settings under Internet Options, and see what you have available. You can password protect your settings, and exclude specific sites, classes of sites and etc. all from within IE

You can do it from a network server. the best way to do it on a home computer is to get/buy a program called "Netnanny" or some cyberpatrol software thats out threre made just for this purpose.
