Cedar shavings. Repels fleas, too...

Absorbent material with minimum oder itself.

Cedar Shavings is a BIG NO! The cedar is too strong for the sensitive respiratory of the rabbit. This can cause respiratory ailments with prolonged exposure.

Pine shavings is common. Not something you really want your rabbit to have contact with though. Best for use in a collection pan that sits under a cage.

Recycled newspaper can be absorbant.
Ammonia inhibitors such as Stall Dry, Sweet PDZ (used in horse stalls), even kitty litter can be used.

The key to reducing the smell of the rabbit's urine is absorbancy. The rabbit's urine releases the enzyme urease, which when that hits the air, turns into ammonia, leading to the nasty smell. Keeping that urine soaked up rather than puddling and clean the cage regularly will keep the air clean. Good ventilation, even indoors, is necessary for proper air circulation in oder control.

There's lots of info on www.rabbit.org . Personally, I just use timothy hay in my bunny's cage. He chose a specific corner to use as his bathroom right after I got him, so I got one of those corner-style litter boxes (sold for ferrets I think) and he's used it 100% of the time since (which I keep filled with woodstove pellets - kinda like "feline pine" cat litter, but WAY cheaper). With him using the litter box so well, I hardly ever have to clean his cage. I take out any old veggies he didnt' eat (which is rare, he usually eats 'em all), but other than that, it stays perfectly clean. He gradually munches on the hay, so I'm always adding more... but it's worked great for us. The smell is nothing... and he lives in my kitchen! I just change the litter box daily and we're great!

CareFresh is the absolute best bedding on the market, for all animals. it is a recycled, highly absorbant paper product. i use it for my mice. i don't know if you're familiar with mice, but the bucks (males) have the worst smelling urine in the world. about a year ago, my mother gave me a choice, make their cage less smelly, or they go. i tried tons of chips, pellets, etc. carefresh was by far the most effective.

I use a box with shavings and kittylitter in it, dip it often. Also, there is a product that you can get from the pet store called Bi-Odor Internal Waste & Urine Deodorizer you just add a few squirts of this to their drinking water
