It's a great system - it allows every citizen to influence important decisions and it functions well (at least I consider most of the vote results conscious and sane)!
The only problem with this system - it is also quite costly: you have to distribute lots of printed information and voting forms with p.paid envelops to all citizens.
Thus, I guess, other countries merely may not afford it.
