There are some really great cell phones out there for young children which the parents can preprogram emergency and family numbers and friends numbers into. The user of the cell phone can only send and receive calls to those preprogrammed numbers. I think in that case kids could start using that type of cellphone as early as 6 or 7. Otherwise I think that 14 is a reasonable age.

I know several adults that shouldn't have one and many younger people that have the maturity to the point where they could probally have a cell phone without any problems
As a teacher, we see kids
1) losing cell phones
2) having phone stolen in school
3) racking up hundreds of dollars in cell charges
4) Misusing cell phones (like in school, texting their friends instead of paying attention in class)

You are ready for a cell phone when you are mature enough to understand the cost of your use, and able to contribute in some way to pay for it.

Personally i think at the age of 13. But if the kid is very mature before that and has the need for one, then yes.

I think about 15-16 years old unless you think the person is responsible with the small stuff then try it on a weekend basis
and go from there.
