Astonishing. It seems all have forgotten what fascism is. Has anyone read 1984? Stranger in a strange land? How could anyone believe the state should dictate the right to have children to everyone? It is a RIGHT. If you don't like what some people are doing use our system of justice and enforcement to do something about it, don't sit on you butts and promote fascism because it sounds like a simple solution that "those people in control" have to worry about. Have some self respect.

Certain inherited traits should perhaps be prevented from entering the gene pool, but these have to be discovered first and an adequate selection means would have to be agreed on very good grounds. Physical disability problems, and cultural circumstances such as income, education, parental IQ, family background, etc, definitely should not be licensed, some of the greatest minds in history have started out from very humble, underprivileged and physically challenged beginnings.

If you have been charged with abuse, neglect, endangerment or the murder of one or more of your own children, you should not be allowed to leave the hospital with another. It should also depend on the severity of the above items. A woman here was nearly charged with endangerment two years ago, because she left her newborn in an air-conditioned car while she ran an extra key to someone in a car dealership. The car was stolen, and eventually found with the baby, but they debated charging the mom. That's just stupid. She left the air on, and was only gone a moment before two kids stole it. On the flip side, you have women in prison for killing their second child, after they killed their first years before. They shouldn't have been allowed to have a second child. There should be some monitoring, but the problem is, the social workers are overworked and underpaid. It's a viscious cycle. Plus, if you did try to monitor who has children, there would be human rights issues. People say abortion helps, becuase some of the women having them shouldn't have kids anyway. I say, tell those women to use two forms of birth control before they have another "unwanted" pregnancy.

Ideally, yes. Unfortunately, it violates peoples reproductive "rights", which are a huge issue in this country. You will also be entering a fuzzy area as to the requirements for having children. Money alone is not enough. Who determines who is emotionally capable of having children? Are there moral standards? If so, whose standards are these?
As far as I'm concerned though, your rights end when anothers are infringed... which means that if you cannot financially AND emotionally support a child you do not have a right to have one.
It disgusts me to see the way many children are raised in this country and the horrible treatment some parents dole out to their children.

I suggest that we put all parents through a lie detector test. Explore their reaction to different questions then give them some honest feed back. If you secretly hate your child he may grow up to be like Ted Bundy, Hitler or Saddam. Or like Hillary Clinton, Pelosi or Jane Fonda. Therefore you better watch out what you do with your kid from now on.

They must pass a minimal IQ test, pass a psychological evaluation from a MINIMUM of three NON-family doctors, they must show proof of ability to provide minimal income for support of the child, they must be able to prove they have a NON-violent background.

Interesting and profound idea that I can agree with. if you need a licnse just to fish, having a kid is a much more important responsibility and many are not ready for it
