1) they love to dig - maybe she's trying to hide under it
2) hay and grass are a natural food - is she eating it?
she probably isn't trying to hibernate unless where you are keeping her is very cold (40 degrees or less)

She likes it. Tortoises in the wild hide in things. This is a natural activity and makes her feel safe. If you want this to stop I would put other items in the tank that she can hide under. A hollow log little cave made from rocks and so on. This will both make her happier and aesthetically make the tank look better.

1. The tank is too hot or cold and she is escaping the temps.
2. The cage is too dry and she is seeking the humidity.
3. The cage is too bright and she is escaping the light.
4. Tortoises normally hide most of the day given a chance.
