Briefly you click on star if you think the person has asked a good question.
Personally I think thumbs down should be brought back too.
There was a question a couple of days ago and the a link to read more so can only suggest you do a search on "star" or look in blog or forum.

Saving the word "confusedish" for future reference...
I don't see what the stars are doing that a thumbs-up didn't do, although I really don't like the thumbs-down option for questions. It didn't hide the questions, as it does with answers, so it's basically just a vote. What's so different about the stars, except that you can star your own question, and you can see who gave you stars? I don't know.
