I have resolved....

I remotely connected using RDC from my Laptop over the network. Logged on, re-download, and re-installed graphics adapters and restarted the computer. The LCD then worked.

The pc uses a default bios signal until windows is running then swaps over to the windows display settings so your problem is windows isnt seeing your lcd as a plug and play device, you may need to download a driver or re-install windows to get it to recognise your new lcd.

Your video card is probably set to a higher resolution than your monitor supports.

Reboot the machine, and while it is booting, keep pressing the 'F8' key. It should bring up a boot menu, and you can choose 'safe mode'. Let it finish coming up, and it should get to the desktop, but in low resolution - right click anywhere on the desktop and choose properties. Click on 'settings' and crank your screen resolution down a few notches, then reboot and let it come up normally to see if it works.
