If the metric system was applied in the US (as it is the official unit system), this question would be excessively easy to answer because 1 liter of water = 1 kilogram of water (it's not even an approximation...).
Now 1 US liquid gallon = 3.785 411 8 liter
1 kilogram = 2.204 622 622 pound

So 1 gallon of water = 3.785 411 8 x 2.204 622 622 = 8.3554044878 pounds
Which makes 16 gallons of water = 133.686471 pounds or about 134 pounds.

But it only works for water. If you want to convert volume to mass, then you have to know the volumic mass of your item. Or in the case of a kitchen staple like flour or sugar, you could remember that:
1 cup of flour is 4 oz
1 cup of sugar is 8 oz

It depends whether you are using US or imperial (UK) gallons

In UK

A pint of water weighs a pound and a quarter

A gallon weighs 8 x this

So 16 gallons weighs 8 x 16 x 1 1/4 pounds (in UK)

=160 pounds

In the US

a pint's a pound the world around

so 16 US gallons weighs 8 x 16 x 1 pounds

=128 pounds

1 pint = 1 pound, so 1 gallon = 8 pounds
16 gallon = 128 pounds

In order to convert a volume to a mass you need to know the density of the substance. For water in non-metric units, remembering that a pint (2 cups) of water weighs a pound is pretty easy. But then you have to remember that a gallon is 8 pints....

At 32 degrees F density od water is
62.293 lb/cubic foot

and 1 cubic foot = 7.480 519 481 gallon [US, liquid]

so density times voluem = weight

W=(62.293lb/ft^3) (1 ft^3 / 7.480gal) x (16 gal)
W=133lb

A U.S. gallon weights 8.328 lbs at 60 degrees F. You can do the rest of the math.
