Finding Japanese friends is exactly the same as finding friends in your own country. To find friends, you have to be friendly. If you teach at an English school, the school staff will encourage you to befriend your students. If you work at a company, you can befriend your co-workers. In your free-time, you can go to the gym and find friends their. If you are a foreigner, it will be easier for you in fact, because the curiosity factor will play a big part in them wanting to know more about you.
If you are shy, go to the supermarket and stand in the ramen section and try to look really confused. That is a great way to meet new people.
As for me, I was at a park one day. I saw some people about my age playing tennis. I just went up to them and asked them if I could hit around with them and they said yes. Instant friends.

get off the net and go outside.
thats your best bet.
other than that it depends on where you live.
You may want to join a community group where Japanese people may be. Or talk to all your friends and see if they know any Japanese people, and work your way through there.
You must realise of course that Japanese people are normal people, some nice, some not so much. It depends on how 'westernized' they are, and depending on your opinion of them in the first place.

It depends where u live. If you see a cafe or tea places. They have the drink Boba. A variety of drinks with taro balls and u suck them with a big straw. You can meet different kinds of Asians here. This is a very famous hangout. If you live in California, you can find Tapioca Express.

If in japan go to bars or pubs...If outside Japan than go to the Japanese Embassy in your country and ask if there are any such gatherings.
