I don't think it is a good idea to use proactive on a child,especially if she does not yet have acne.It could actually make her skin worse by irritating it.Make sure she drinks plenty of water and eats a healthy diet(lots of friuts and veggies).Maybe have her use an all natural and mild moisturizer.Look up homemade natural beauty treatments on the internet.Things that use fruits,honey,clays,things like that are very good and generally safe.

Proactive is safe (it'll dry out your skin if you use it more than once or twice a day though). It doesn't have any hormones or anything if thats what your worried about. and 10 years old isn't too young to get a simple facewash.
But it won't help prevent future acne if she doesn't have it now. It might even train skin/glands to produce more oils because the face is too dry with the facewash.
Also, I think youre sending the wrong impression to your daughter. Does it really matter if she gets acne in a period when all kids do?
Start off with a simple facewash. Proactive is expensive anyway. When she hits puberty, you can get her proactive.
