Percent is some portion of 100. To find a decimal number from a percentage, divide by 100.
20% = 20/100 = 0.20
To go the other way, if you have a decimal and need to find percentage, multiply the decimal number by 100 to find percentage.
1.19 x 100 = 119%

Converting 20$ to decimal
Remove the % sign. divide 20 by 100 to get the decimal
20 / 100 = 0.2

converting decimal to percent
Multiply 1.19 times 100 to get percent and attach the percent % sign
1.19 x 100 = 119 %

20% or 20.0% move the decimal 2 places to the left and drop the % sign 20.0% = .20
1.19 move the decimal two places to the right and add the percent sign 1.19 = 119.0%
Another way to look at it is to divide the percent by 100 and drop the percent sign 20% = 20/100 = .20
and multiply by 100 and add the percent sign 1.19 = (1.19*100)% = 119%
just remembering to move the decimal point to the right or left is the easiest way to remember I think!

There are 2 phrases you should memorize to do this...
PDL and DPR
PDL = (I call it Pretty Darn Lazy) Percent to Decimal Left, meaning to go from Percent to Decimal, go 2 spaces to the Left
DPR = (I call it Doctor Pepper Rule) Decimal to Percent Right, meaning to go from Decimal to Percent, go 2 spaces to the Right
20% uses PDL so you get .20
1.19 uses DPR so you get 119
