Technically it is unknown, as Nintendo have been talking to the publishers it is close with into bringing third party characters into the games. Which is why solid snake is in the game, Bomberman is also rumored to be in it.
Think about it Nintendo and Sega are close now (and square enix as well. Bring in the moogles!)

For years Sega and Nintendo have been rivals. Nintendo and Sonic Team have been trying to confirm if shadow will be in the game. If so i think Sonic the Hedgehog, Shadow the hedgehog, and Silver the hedgehog will be in it.

as of right now, hes not. but mayb because theyre working together with the old school games, sega needs the money and solid snake (playstation) is in there but i dont think he will

If they decide to they would have to pay some big money to get the rights of the characters.
