yes, you just have to find them, Victoria Secrets "signature cotton" comes without pads/they also have satins that are the same. but it you want to look smaller, find a bra that fits better; go to a major department store -- you should find stuff there.

If your breasts are really large and heavy, you may want to look into a MayMarie bra. It is not a very pretty bra, but it is secure and gives great shape and support, and it does minimize. It also gets the girls up higher on your chest and drastically keeps the bouncing down.

They can be found at mastectomy supply shops. Call around.

Victoria's secret is notorius for not having a good selection of minimizers. They're mostly concerned with making women look bigger.
