The technician told me that it will cost more to fix the vehicle, than the value of the car. What should I do?

The amount you want to spend fixing it should be up to you, not the technician.

You don't indicate why it won't pass smog, but what parts did the technician say wasn't working?

I would definitely recommend getting a second opinion. It's your car, do what you think is best.

Where are you? (What state/region)
Why did it fail?
What did he say he would have to do and how much?
What is the overall condition of the car?
What are your finances like?
Options
1) Repair the car
2) Seek help in the cost of the repair
(some states/cities offer subsidies for repair)
3) Part the car out or sell it to a wrecking yard
4) Buy a NEW car, and use this one for a trade-in. Let the dealer deal with it in his shop.

Get a second and third opinion from an independent mechanic, not the dealer. If you still can't get-r-done, then part it out or sell it outright with the statement that it will not pass. Or, thirdly, put a new/used engine in the car and try again.
