You can also use geocities which is owned by Yahoo. You can get a free account with less space and fewer capabilities, or you can purchase an account where you can expand the size and also use your own domain name. You also have these same capabilties elsewhere (like tripod), but to get started Geocities is a great choice because they have templates that you can use to build a site and then you can review the html or update the html manually to tweak it.

First you must have a domain name (by from namecheap.com or other company)
Then you have to open a webhosting account (ipowerweb, site5 etc)
Then you have to design a webpage using HTML or Front Page or Dreamweaver
you then upload the webpage to your webhosting account which host your domain name
after tuning and revising then you start inviting guests to your website

Try a service like Tripod, http://tripod.com , they're a nice, free webpage service that's good for beginners.
