It can depend on what is easier for you to use. Some people find if difficult to use liquid and some can't use pencils. I personally use powder and an angle-brush to apply mine. If you do decide to use pencil sharpen it often because bacteria can build up on tip and irritate your eye.
Just try a few out and you'll get a feel for what you like (eye liner can differ from brand to brand as well as type) and stick with it. It may not look perfect from the get go but you should master it eventually.

Eyeliner comes in two forms, pencil and liquid. Pencil eyeliner creates a soft definition to the eyes, while liquid eyeliner tends to offer more precision, and a more dramatic effect. When trying to chose which form of eyeliner to use, keep in mind the overall look you hope to accomplish.

Pencil form eyeliner is more popular, in part because it is easier to use. Liquid eyeliner requires practice in order to apply it correctly.

Also, it depends where you're going to put it, if you're going to wear it inside your eye then use pencil or liquid would sting like mad! But sometimes liquid eyeliner is used to create that 'flicky' effect that you see a lot of people showing off...

Try out both and see which one you like best but personally I would always start off with pencil, just to be safe.

I prefer to use the pencil over the liquid because when you're using liquid you need precision and patience. But with a pencil, I like to use it because it's better for me to wipe off and start over, because liquid can smear easily. But it's a matter of preference. Besides, liquid eyeliner I believe doesn't come in a variety of shades like pencils do.

As everyone else said, it is according to your prefrence and the kind of look you are going for...

but ... if you are really fair (especially blond) going for a liquid eye line look that cotours the entirty of your eyes may look a bit harsh...so then, in that case, go for a warm brown eye pencil...

but if you are a bit tanned... and you want to go for the dramatic look, then I would suggest that you use both...

use black pencil inside...make sure that you fill in gaps between your eyelashes...then coutour your eyes with the black pencil from the outside...in a way that flatters the shape of your eyes...

the next step would be to go over the black pencil with a black eye liquid liner...in the same complementing shape...

this would make the liquid eye liner stay much longer...and you wont have awkward siquiggly lines and blank batches...that ruin your look...

I have oily skin, so pencil liner tends to smear over the day. I've recently switched to using a cake (powder) liner and applying it with a wet eyeliner brush. It dries like a paint almost, and smears and runs much less. It's harder to get off, but that's the point! I use the Ulta Minerals powder liner kit.

It all depends on what style you want you want to create. Go for the pencil eyeliner for everyday use and for a natural smokey look, I use Dior an Chanel eyeliner they are really good ones.
Liquid eyeliner is a lot harder to use and takes practice, I have only just mastered it!! Again I use the Dior black one, but it alot more effective and is a good look.
But its all up to what look you want!

liquid is a pain, really it is so you might not want to use that. pencil works good but you have to use a good brand because some cheap ones barely show. and powder is amazing so you can go both ways. but pencil is a lot easier

Pencil is okay, but it doesn't give you the full color. Liquid is good with a foam brush or a thin brush. Maybelline has really good eyeliner.

personally i like pencil because the other kinds come on to thick and fake looking. Pencil is more natural looking. *** remember make up is to bring out your natural beauty!

You use a pencil if you've got the man and you're on a date. You use the liquid to get noticed.
