It can be used on a regular computer. The mouse is a transmitter, and a receiver is usually hooked into a USB port. In fact I'm using one on this computer right now. There are also setups for wireless keyboard and mouse.

Wireless mouse can be used with desktop. There's no intrinsic reason why it shouldn't.
You'll need a wireless (or bluetooth) adaptor on your PC. This may be included in the mouse box. If not, they're fairly cheap. Read the labels on the box to check.
Same applies for wireless keyboards.
