Get it custom built or something from a website like Dell.
For $2500 you're not going to get a bad pc!
It will pretty much run most things.
Intel core 2 duo 2.4ghz, 2GB or RAM or 4GB, ATI 1300xpro will run most things. Unless you're going to do lots of games on it, shouldn't be much need for better vid card.

Does the budget need to include software? If so consider the type of work you will be doing. You might find that with a PC you can spend more on the software than the hardware.

You also need to consider the work you will be doing so that you can optimize the memory. Some minor tweaks (video ram, normal memory, disc size) are all factors that become important when dealing with large images.

As to PC vs. Mac. Use the Mac as a benchmark. It will be optimized out of the box for what you are describing. Then see what it takes to get the same in a PC. As the Mac can run Windows you give up almost nothing if you find that you want to use the Mac for the media work. The software bundle that comes free with the machine covers a lot of things people do at home.

Even if you go with a traditional PC you will have a good sense of what it costs compared to what many would call the standard for media work. That should help keep the budget under control.

To be honest, get a Mac. It comes with everything and a bit more. They are designed specifically to be media ready and potent right out of the box.
You can get a 24" one for $2000 (U.S.). If you are not really familiar with Mac, don't worry, it doesn't take long to get used to it. It's like it's a bit different from Windows on purpose, but it's pretty cool.

As you've already been told, the Mac is the best right out of the box........and the new Intel powered Macs can run Windows as well as OS X, so you end up with two computers for the price of one. My next computer.
