Yes they use it for building with.
Its called a level.
They say its flat they say its level but its really rounded.
Otherwise the oceans would be level and the planet would be a polygon, but there are no edges of the oceans you can't sail off the end of the earth anymore.
They call a level flat but it's really part of a circle.
A circle really doesn't have a surface though, a sphere yes , a disk yes, but, a circle? no.

If you are talking about the surface of a circle, as the area enclosed by the circle, then yes, there are many flat points.
If you are talking about a sphere. The answer is also yes. Every point on the surface of the sphere is flat relative to the tangent of that same point.
